THE article ‘User-pays bin refuse system investigated’ (The Courier, August 24) is confusing.

The title implies a user pay system could be introduced.

Then the quote from the Council waste manager states the proposed model … ‘is not intended to introduce any additional charges’.

The article focusses on perceived benefits without also proposing to examine the risks associated with a so-called incentive- based system.

The objective of a proposed change to the kerbside bin system is to reduce waste in landfill.

Will the investigation also identify the risks associated with introducing some form of user pays collection, including the possibility of waste being retained at individual properties, increase in the population of vermin including rats and mice, possible impact of residents’ health et cetera?

Is this proposal yet another example of a local council reducing a core service to ratepayers?
